RESCUE AND RELIEF

Standard Operating Procedures (SOP’s) for distribution of Relief Material.

Relief Material is received from the Indian Red Cross Society, National Headquarters, New Delhi by the IRCS, J&K UT branch for onward distribution to the needy persons in the wake of Natural Calamity, Disasters, road accidents and border firing etc.

These relief Commodities are mostly distributed through district units headed by the Deputy Commissioners, who are the Presidents of the District Red Cross offices.

Before distribution of the material following SOP’s please be adhered:

1. Quick survey & verification: Before the distribution starts, the concerned revenue officers should have the knowledge that what is the requirement of a particular family or area.

And only those things be provided to the affected families/persons which is needed by them. General distribution shall not be done. This cause wastage of precious material, which is scarce.

e.g. If in border shelling a part of the house is damaged but utensils & beddings are safe then utensils and beddings shall not be given. Similar principle be followed for other things.

In case houses are damaged & local authorities has decided to shift the habitants to a safer place, then mostly uprooted people are housed in the Pucca buildings belonging to Panchayat Ghars, Schools, Colleges, Banquet Halls or any other places.

In such cases we can provide them, the relief goods as per requirement but there is no need to distribute Tarpaulin and Tents.

2. Tents Distribution: Tents are very costly and difficult to procure and erect. Tents be used as the last resort. Otherwise efforts be made to accommodate people in Pucca buildings. Tents, if needed, has to be issued to Tehsildar/BDO or any other authority for pitching them at a safe place. Under no circumstances tents be issued to the individuals or private persons.

After the people accommodated in tents are shifted back, the tents be brought to the district stores. Under an intimation to State/UT office. Tens will always remain as the property of Indian Red Cross Society.
